Requirements Must be a domestic student in the U.S.; This is an undergraduate award.; Must be a resident of West Virginia.; Must be a U.S. citizen or permanent resident.; Must be enrolled or accepted for enrollment in a program of study on a part-time basis. The applicant must have a goal of attaining a certificate, or an associate's or bachelor's degree.; Must attend an eligible West Virginia institution of higher education. An eligible institution is defined as an institution that is eligible to participate in the Federal Pell Grant Program, is a community college, a community or technical college, and adult technical preparatory education program or training program, a state college or university, and independent college or university, or any approved distance education, including internet-based courses. Approved distance education classes must be authorized by an eligible institution with course credits transferred back to that institution.; Must have not been enrolled in a high school diploma program, other than a general education development (GED) program, for two years or more.; Must qualify as an independent student according to current federal aid criteria. To qualify as an independent student the applicant must meeting one of the following: be 24 years of age or older by December 31; be an orphan or ward of the court or was a ward of the court until he/she reached the age of 18; be a veteran of the Armed Forces of the United States; be married; or not be claimed as a dependent on anyone's tax returns (including the student's parents) for two years and provide evidence that he/she is self supporting for those two years.
