Requirements This is a freshman year award.; Must be a resident of one of the 50 United States, including the District of Columbia.; Must currently be enrolled in a public or private secondary school located in the state (including for these purposes the District of Columbia) in which either one of the student's parents or guardians legally resides. A student attending a school which is located in a state other than the state of legal residence of either one of his/her parents or guardians is not eligible.; Must be a domestic student in the U.S.; Must be a high school junior or senior at time of application. Please note: A student who graduates high school at the close of the fall 2006 semester/quarter is not eligible to apply for the program.; Must be currently serving as an elected student body participant in any one of the following student government, civic, or educational organizations: student body president, vice president, secretary or treasurer; student council representative; or student representative elected or selected (selected by a panel, commission or board) to a district, regional, or state-level civic or educational organization.; Must be a permanent resident of the United States.
